Remove locking from cookie code. Opens bug #11214 for MsgLib.

MsgLib currently does all our cookie management for the Store.

Previously, the Store did some locking to ensure serial access. Those locks have been removed (since the Store won't be the only user), so MsgLib needs do enforce that itself.
