Since we most likely would have to change the savegame format to fix this, I think we should fix it at the same time as we change it for 2.2 anyway. IMHO this is not release critical for 2.1.

This bug is most noticeable when using the Laser Satellite Command Post. Start a game and build a Laser Satellite Command Post, wait until it has reached 100%, save the game and load it up. The Command Post should start at 0% again.

If necessary I could provide a save-game for this.
