Move two vars into more local scope, and improve two asserts, then add a
fallback fix for non-debug builds. This to improve tracing of bug #11908:
crash - some assertion failed.

This is the same failed assertion as bug #11884 (https://gna.org/bugs/index.php?11884). (Haven't looked into it at all.)
