When structure limits are set to: factories = 0
and start is truck only.

In order to setup either cyborg or vtol game w/computers enabled.
The computer players will build oil, power plant, hardened sensor tower, flame bunker, and repair facility.

They will not create any other structures. Seems that if they can not build the first factory they never proceed on building research or alternate factories.
