To reproduce:
- start skirmish, without any mods
- map: MizaMaze
- default settings (fog of war, no tech, no base, normal energy)
- start human player at left, middle location (position 4)
- put all computer players into one team with locked teams
- When the game starts move one truck to the top left location and another to the bottom left location. The computer generally builds only a single power plant and then leaves to build a 'common' base with other computer players. (Not even oil rigs are built.)

This is with the default AI (no mods such as aivolution).
