This is BIG obstacle for this change, and I won't accept this change without this one being addressed. Otherwise AIs constantly lead world to global warming and that would only frustrate players.
IIRC AI does not give any value to units ability to clean pollution when it decides what to build. So it doesn't even build these units.
Once it is teached to build pollution cleaners, it should build ones that can clean pollution at target tile ( terrain->native_to ).

changes by this patch:

- add a new unit flag: Pollution. Units with this flag
can remove pollution / nuclear fallout.
- pollution is possible on lakes and ocean (not deep
- ruleset changes for this (will be excluded in the final
- two new unit:
* Dredger (engineer on a boot; image needed)
* Pollution Clear Unit (helicopter to clear pollution
especially on lakes; new name and image needed)

changes needed:

- images for the two new units
- AI code to use the new units and to clear pollution
