Quick look on trunk finds these instances:

  • (m/f) Bishop: usually Fundamentalism, but congolesebrazzaville uses for Monarchy
  • Duke/Duchess: usually Despotism, but sammarinese uses for Monarchy
  • %s Bey, which came up before here: evenly split between Monarchy (turkmen, tunisian, lipkatatar) and Despotism (circassian, ghaznavid, seljuk).
    • r18364 moved Tunisian from Monarchy to Despotism. Is that the right direction for the others?
    • (m/f) Speaker: usually Democracy, but toltec uses for Republic

Certain titles are applied for different governments in various nations.

Prominent examples include Prince/Princess, Duke/Duchess, and Governor.
