When an AI controlled unit is blocked by another unit's ZOC, the AI doesn't seem to know how to adapt to this situation; e.g. if the AI's Settler is bound for tile X, but cannot complete a goto there since another player's unit blocks its path, it just stays put until the other unit is moved.

Can be exploited to passive-aggressively block a friendly AI player's early expansion.
