When using alien ruleset, automatically generated helptext for Democracy claims that max rates under Democracy are 30%. In reality it is either 70% (40+30) or 80% (40+30+10).
I think this is caused by simply looking the one effect with government type as its requirement and other simultaneous effects are ignored.
I guess I can rearrange alien ruleset effect definitions to fix helptexts in its case, but base problem remains. It should be at least documented so ruleset authors would be aware of it.
