Proper colour cursors have been implemented in SDL2, so I think this can be marked as fixed now.

I was wondering why the mouse cursor looked so plain...

I manually enabled colour cursors with 1.13.1+dev and didn't notice anything substantially different at the main menu. In a game there does seem to be a slightly longer delay in responsiveness of the mouse cursor so there does seem to be some sort of performance penalty, even on Windows with high-end hardware.

Color cursors still feel sluggish on my laptops, especially with all the
default map and unit animations enabled, and don't match the actual
mouse motion on my platform with other applications or color cursors
disabled as closely as they should. See also bug #18112.

I can confirm this for 1.9.5 on Mac OS X 10.5.8

-- For me, the colour cursor is unresponsive right after startup; I'm using therefore b/w cursor.

If color cursor is enabled, mouse tracking is very, very slow or at times even unresponsive. Only evident when at the main menu. Usually not apparent until after playing a game and then returning to the main menu.

Turning the color cursor off is a valid workaround.

I’ve noticed this bug in other 1.9.x releases but not with 1.8.x.
