Closed as duplicate of bug #20359. Albeit newer, it has much more information on the issue.

Yes, this is specified in OpenRaster. Implemented by for instance Krita.

Is this sort of thing permitted in the .ORA specification? Not my area of expertise.

Some examples of use:

  • Keeping complex images organised by grouping related layers together.
  • Improving usability by allowing groups to be collapsed and expanded as needed.
  • Increasing efficiency when changing the visibility or lock state of multiple layers at once.

Probably can't be implemented properly without drag-drop layer ordering implemented first. (https://gna.org/bugs/?18304)
