my problem is not that the options are saved, but that they are saved in a different order/format than they were read.
i.e., if I did not modify the options, the file on disk should not be modified even if options are saved.
this is not the case: the order of options in the file is changed and the way worklists are recorder is totally screwed up.

Toggle "save options on exit" off (and remember to save that setting as it's already being repsected when freeciv closes)

client and server files are attached.
note that these files are hand-edited and kept under mercurial, so I find it unfortunate that freeciv insists on rewriting the client config file, reordering options and reformatting worklists.

settings in the server file are ignored (e.g., all units are on the same tile despite "set dispersion 3" even though I selected "ruleset version" "sea" and the console said
"sds: 'set dispersion 3'
Console: 'dispersion' has been set to 3.")

I am confused about the meaning of "iso".
I want the view window borders to be parallel to E/W/N/S and not diagonal. how do I ensure that I _never_ see the diagonal window?

at this time, I see
1. diagonal view window
2. hex-shaped tiles
3. from each tile I can go in 1 move to 8 different neighboring tiles (all 8 num.pad. keys move to a different tile).

"default_tileset_name" is entry in client configuration file ( ~/.freeciv-client-rc-2.3 )

Combination of non-iso hex tileset "hex2t" and iso hex topology even shouldn't work, and certainly has not worked on 2.2 either. Either use non-iso topology "WRAPX|HEX", or iso tileset such as "isophex"

I tested WRAPX|ISO|HEX & isophex on trunk and it seemed ok.

Where did you used to 'set default_tileset_name="hex2t"'? That's not a server option.

To diagnose this further I need to understand a bit better exactly what you're experiencing. When you say "each hex cell has 8 neighbours", are you saying you see hex-shaped tiles but all move directions you enter on the numeric keypad move units? Or are you seeing square-shaped tiles?

In general, you need to make the server-side topology and client-side tileset match each other, and Freeciv isn't as helpful as it could be in ensuring that's the case.

with 2.2 I set default_tileset_name="hex2t" and topology=9 and
the geometry of the map becomes "hex", i.e., north is up, south is down, the window borders are parallel to north/south/east/west.
and, most importantly, each hex cell has 6 neighbors.
now, with the topology="WRAPX|HEX|ISO" setting I do get the
window borders in the right directions (N/S/E/W) but each hex
cell has 8 neighbors, as if it were a square.
