Send transport's loaded status to client side when cargo unit
enters it. Previously loaded status did not update in case of
emergency loading, such as cargo escaping from another transport
being destroyed or out-of-fuel unit entering transport.
Do not unnecessarily send transport's information if it already had
some cargo, and thus 'loaded' status does not change.

- Do not send transporter twice in case of normal loading. Before this patch it was sent always when someone entered, now it's sent only for the first cargo unit (change of transported status)
- Also S2_3 version

This is issue 7 from bug #19821. Reproducing instructions for S2_4 are in bug #19821#comment9

When unit gets emergency-loaded to transporter, transporter loaded status is not updated client side. In S2_3 this affects all transporters, in S2_4 and TRUNK only enemy ones (ones to which player doesn't see inside)

Fix for S2_4 & TRUNK attached.
