In case anyone thinks of linking this to bug #24867 (which mentions checkboxes): my backup history indicates that at no point did I have the package 'gtk3-engines-xfce' installed.

Ubuntu Precise (where I saw this) apparently had 3.4.2.

I haven't seen it since (on any platform). No-one else has complained. I'm inclined to close this.

Row height related stuff was changed in gtk+ 3.4 (deducted from the fact that some related functions have been deprecated at that point).

I believe I was still seeing it on Xubuntu 12.04 right up until I upgraded a couple of weeks ago.

I no longer see it on Xubuntu 14.04.

It might be down to an ancient Gtk3 version, although given it's theme-specific the interaction could be more complex and the bug still latent.

Do you still have some setup where you see this?
I think I have seen it in the past with some ancient gtk3 version, but it disappeared with gtk+ upgrade.

I don't see this on the Windows build (e.g. 2.4.3), even with the Freeciv theme, but I do still see it on my Xubuntu 12.04 (the same setup I originally reported it on).

The same happens with tables containing checkboxes in the editor (e.g., buildings in city).

It appears to only happen with the Freeciv theme, so I assume the bug lies there.

They seem to be progressively more shifted/truncated vertically on successive players. See screenshot.
