Attaching an experimental patch for i18n support for Freeciv-web. It is based on http://i18next.com/

Not intended for committing yet.

It would be very interesting to have full i18n support in Freeciv-web. One of the big challenges will probably be to allow multiple clients in different languages to get strings from the server in their own language.

For now, I can compile freeciv-web with --disable-nls which will remove the i18n tags.

Note that the bug is not in freeciv svn at all, but in freeciv-web client. Easiest solution would probably be to strip qualifiers in server side already before sending strings to client side. That would not bring localization support in freeciv-web any closer, but given how far it's anyway, solution might be acceptable in S2_5.

Shouldn't need even that... even if ENABLE_NLS is disabled, skip_intl_qualifier_prefix() still strips the prefix, and you'd normally end up calling that (e.g. utype_name_translation() -> name_translation(), uses field originally populated by names_set() with Q_()).

I suspect this is another case where patch #3481 would provide a solution. Won't help if running in "C" locale, but at least prevents most folk from encountering this sort of thing.

For instance, I've seen "?unit:Workers" in the unit info box in bottom right. I think I saw it in the city "change production" dialog too.
