As section names do not matter anywhere else, I find it highly unexpected that they do it .tilespec [tile_xxx] names. Also the other way around: when searching after where gfx tags for terrains are used in tileset, one does not realize that it's in section names.
I would find it much more clear if there was separate field in the tile-section defining which gfx tag it corresponds to.
