gfgtdf made a commit which provides a band-aid for this. https://github.com/wesnoth/wesnoth/commit/c1dcd4629ff45a2cc6012bfb557b1bb29b9ad050

This is good because now debug mode is usable in networked mp and won't get simply stuck here.

The best fix would be if it debug mode worked the same way in networked mp as it did in local. I have added a TODO remark to improve it.

When a scenario transition happens, normally the players will go to linger mode if enabled and then transition to the next scenario when they end turn. This works in SP and MP.

In SP when debug mode is enabled, we also always move to the mp connect dialog in between the transition to have the opportunity to review or reconfigure things.

In MP this doesn't work right -- the other players don't go to the mp wait dialog, they go right to the scenario and the host is unable to join them because he is waiting to fill reserved slots.

This appears to affect all builds since 1.11.9.
It appears to affect campaigns like LoW and also simple mp scenarios that use endlevel transitions.
It doesn't appear to matter if the other clients have debug mode or not.
