There's no clear plan or policy about that, and nobody has been driving such migration of rules from experimental to classic. Changing anything in classic has always been challenging as we so easily end to maintain status quo in any conflicts between changes to playing styles.

README.ruleset_experimental should list differences between experimental and classic ruleset.

Nationality rules are one feature that classic had not enabled in 2.4, but has in 2.5.

Patch #4739 is about switching to civ2civ3 ruleset as the default one in 3.0 instead of trying to do drastic improvements to classic.

I didn't notice this change, but the behavior of AutoOnCityCenter makes sense to me, I personally like it for civ2civ3 ruleset.
I'll see what other players say.

I'd be tempted to set AlwaysOnCityCenter in classic, and AutoOnCityCenter in experimental, as it represents a noticeable change. Perhaps some of the other features that were enabled in experimental in 2.4 can be moved to classic in 2.5 instead? Do we have a list of these, or some other plan for when things move from experimental to classic?

It's being reported regularly, so if we keep it, 2.5 release notes should use rather big font to spell it out.
It's ruleset controlled, so whether supplied rulesets have it or not does not affect my own games. If we're about to vote if it's wanted to classic, multiplayer, civ2civ3, and/or experimental ruleset or not, I'm not voting either way (with civ2civ3 ruleset I'm inclined to let David Fernandez to decide)

I was wondering if it was a feature.

This looks strange for not to be able to connect cities with roads at start (because of the river). But if I am the only one complaining, I will live with...

Feature.

Roads do not have "AlwaysOnCityCenter" flag on classic ruleset.

See patch #3007, patch #3154, and patch #3522

At start, building a city on river doesn't give a route. Earlier versions of Freeciv gave a free route, even on river.
