We have been using cvsreport for a long time, and now I got fed up with this problem, so I have a patch which solves the problem.

I have attached it here.

On the first commit of a file on a new branch, the revision number is x.(y.z.)+1 and for the link to diff page, cvsreport says that previous revision number was x.(y.z.)+0.
