Yeah, what I said in bug #24866 was that
1) Current trunk README.classic is NOT suitable for S2_6 as its point of view are changes relative to the default, and in S2_6 there's no differences between the default and classic.
2) What ever other text we add to new S2_6 README.classic should most likely be added to existing trunk README.classic too.

Further, one should also consider what parts fit better to translable summary than to untranslated long description that README.classic gets used as.

Reboot at bug #24866: somebody, e.g. me, should create a README.classic also for 2.6

Rationale, classic is a first class ruleset and deserves to have a nice README like alien + civ2civ3.

If the server knows what to load as default ruleset even without a default.serv it's an interesting fact deserving to be documented elsewhere, e.g., on the Wiki, where I claimed that this is determined by default.serv on several pages. :-P

The data/default.serv is really not the most important part of it. More importantly the default is what the server loads automatically when no .serv file is being used.

That short text would better fit to ruleset summary (shown also in the server side), still no need to have it in description, and even less to read it from separate file. That's how those existing files are used; game.ruleset includes them for showing them in Help -> About Ruleset.

In this Freeciv version the classic ruleset is still the default determined by file data/default.serv; for version 3.0 the civ2civ3 ruleset will be the default.

You said that a README.classic for 2.6 would be the same as README.classic for 3.0 in bug #24866, but no matter what it contains, 2.6 should have a README.classic like it has a README.alien and a README.civ2civ3.

It doesn't need to be long, one simple statement will do:
Perfectly in line with https://en.wikipedia.org/wiki/Principle_of_least_astonishment

No. Existing README.classic is about differences between the default (civ2civ3) ruleset and classic. In S2_6 there's no differences whatsoever between classic and the default, since classic IS the default there.

Based on bug #24866 adding README.classic boils down to adding the existing trunk/data/classic/README.classic also to the 2.6 branch, and repeat the bug #24866 patch for data/classic/game.ruleset in 2.6.
