Cvsreport has an heuristic to guess which files belong to the same commit operation, and it's using (among other things) a maximum timestamp difference. I'll have to improve this.

I have configured cvsreport for use in commitinfo. Works fine, only when I submit lengthy commits over the network (multiple medium-size files, not too slow connection), I get several reports mailed instead of just one. Sometimes the reports are identical, in other cases incremental (four of six committed files in the first mail, all six in the second).
