At the moment, socket timeout is set when we start up the ConnIO library with ConnStartup().

However, this raises a problem. Without Connio, we can't connect to the store to read configuration information. Without configuration information, we have to guess at what a reasonable timeout would be for each agent.

Ideally, ConnStartup() should make a reasonable guess, and that should then be tunable at run-time (high-load sites will want quicker timeouts I think).
