Actually opening file:///usr/share/doc/warzone2100/Readme.en.xhtml.gz and file:///usr/share/doc/warzone2100/Readme.de.xhtml.gz (with these URLs in my browser) works just fine for me.

You really shouldn't need to use any archiver utility to open these files. Especially since almost every browser supports "unzipping" these .gz files automatically.

Providing these files uncompressed might be an option though (putting them all in a single archive isn't).

Haven't checked with other versions, so this may be true for Windows-Installer and Mojo-Setup as well.

1. changelog and ChangeLog
In /usr/share/doc/warzone2100 there are two packed files: changelog.gz and ChangeLog.gz. Both contain exactly the same stuff and the only difference between those two is their file-name. So you could save some bytes when shipping only one version of the file.

2. XHTML-readmes
Then the XHTML-files of the readmes are packed in single .gz-files without the CSS-files. So when opening the XHTML-readme from within the archive the file is extracted to some temporary place which makes the CSS-files unreachable. This should be changed to either include the CSS-definitions in a <style>-element or pack the CSS-files plus both readmes into one archive so you at least have all stuff needed for the readme in one place. The CSS-files currently are located in a subfolder called "styles".

Could be that all this is intended. If so, please tell me.
