Actually, it would be far more user-friendly if clicking on 'Rich Markup' directly opened a window with the markup help in. Why force the user to read a tooltip, then look around the page to find a tiny link in the left sidebar, then click it? This is really not good interface design.

See also bug 19738 - some thought needs to go into whether to open the help in a new window or not, and how to handle this correctly.

If I view an existing bug and click 'Post a Comment', it shows 'Add a New Comment (Rich Markup)', and hovering over 'Rich Markup' shows a tooltip 'Rich and basic text tags are available in this input field. Check the Markup Reminder in Related Recipes for a description of these tags.' However this Markup Reminder is not visible on the left bar, even though it is when I submitting a new bug (like right now).
