Ok, it turned out that there is no way to know whether a configuration variable is not set or set to off.

So "Unset" has been replaced by "Off/Unset", with an explanation about that.

In the testconfig.php, when the local value is different than the required value, the cell is red. But, for the two following values : register_globals and register_long_arrays, the corresponding local value cell doesn't change into red (as it should be).
