bug #6505: Game doesn't work and doesn't tell anything if we don't have enough money to play

Game doesn't work and doesn't tell anything if we don't have enough money to play.
Also, this seems to cause a state desynch between C++ and Python and causes C++ class like PokerHUD to ASSERT because of inconsistent received Python packets (POKER_PLAYER_ARRIVE when switching table).
