Announce: tougher anti-spam policy for mailing-lists

As of today, mails sent to mailing-lists that get a spam-score higher or equal to 13 will no longer be forwarded to the spam list. They will be irremediably trashed.
This choice has been made to avoid storing an always-growing number of spams in the spam list archives, making harder to detect false-positives - and detecting false-positives is the only purpose of the spam list.
