Announce: now SVN commits can annotate items

Since today, SVN commits will annotate items if in the commit message there is an item reference (a string like "task #nnnn" or "bug #nnnn").
There are a few limits:
- You can only annotate items that belong to your project
- You cannot annotate more than 10 items at once
- It is purely informative, it does not involve mail notification (for this, commits dedicated mailing-list are to be used - it could be a real pain to people in CC if each commit was generating a mail)
We do not plan to provide this feature for CVS. If you are interested in this feature, we recommend that you switch over SVN.
