There was email to directly to freeciv-dev mailing list (please add comments to bug/patch tickets in gna.org in the future, so they are not lost) condemning the idea of increasing max players because of the bandwidth requirements at turn change.

I don't think that to be valid argument against increasing max supported player number. If such a high max is too much for your usage, you can use set maxplayers server setting to lower value and there won't suddenly be 512 players on your server. Original request for increasing maximum player count come from longturn people, and in their usage turn change taking longish time is not a problem, and it's not like all the 512 players would be connected at the time of turn change to use the bandwidth.

I still have not calculated any estimates how much server memory late game in such a 512 player game would take, but it's very high. Some memory requirements grow exponentially when number of players grow, and usage of ~1GB has been reported in games with ~100 players.

Recently there was related discussion in i18n list (it was about number of nation legends to translate, but number of nations has direct implications on possible max player value). See for example:

Given the memory consumption and and slowness issues i wonder if 254 isn't enough...

got the first crash of the client; server seems to be stable (now all AI game; RAM goes fast up to 1500MB; each turn needs several minutes - most of it to create the savegame)

directly after start of the game:

server map 16; 500 players; 1 player connected => 700MB
gtk2 client; connected to the server above => 600MB
gtk2 client; global observer (needs ~5 minutes to get & process all data) => 700MB

This data is not exact but it can give an impression of the RAM needed to run such a game.

Furthermore there seems to be some bugs to find - the overview as observer is a nice orange and the amount of data send to the client is quit large

did some more checks - memory consumtion is not as high as expected but in combination with a big map ... I think as long as the map is of reasonable size and the number of units/cities do not exceed any limit it would be OK. Perhaps after all something for 2.4 (with 256 as limit?).

The following things have to be considered:
- games using this are not network compatible to any other freeciv version
- memory consumtion!

Starting the game via the client will result in a buffer overflow. You have to use the server to start the game ...
