This (or rather: earlier iteration of the patch) has proved quite good with my own ruleset:

1) While the units are assigned for martial law effect, they still act as defenders, so AI cities are better defended
2) AI does not build so many Temples in early game as Martial Law keeps people content
2.1) It can build something else instead
2.2) Its economy does not take hit of Temple maintenance
3) AI can turn entertainers to workers

Considering 2 & 3 together: AI used to have entertainer instead of worker = less production when it tried to build the Temple, so not only were Temples built, but building them also took extra long time.

Make number of defenders to keep in city higher one of:
- Needed for defense against current danger
- Needed for martial law effect

Previously AI didn't consider martial law effect at all.

Note that this is only about keeping existing defenders in city - I'll submit separate patch to make AI also build units for martial law effect.
