patch #3959 makes AI to assign defenders for martial law benefits. This patch makes it to also build them for that purpose.

Logic between the two martial unit need checks is a bit different. One important thing to test here is that AI won't end building martial law units but then using them for something else (moving out of city), leading to it building nothing but them.
