In theory this should be doable by having server setting "victories" locked to empty value. In practice even "victories" cannot (yet) control all victory conditions.

Allow built-in victory conditions to be suppressed if requirements aren't met.

Probably one effect per victory condition; if net value is positive, victory is allowed.
(Assumes game can validly continue past all victory conditions!)


  • allow ruleset to use only custom victory conditions (via Victory effect, or Lua script)
  • help with alliance limiting (tickets to be raised)
