Mhm, you're the expert, i just wanted to play a game after many years of not playing at all and that didn't work out too well due to the theme transition problems ;) But yes, i know see what you mean.

In the gtk3x editor i don't see any units at all for tiles, neither on normal tiles nor on city tiles. Is that a rendering bug or is this currently not yet implemented in the 3x client?

In fact setting pcity->owner directly bypass also other things that normal transfer_city() does. What happens for wonders for example (player-wide caches, save-small-wonder, recipient already having same small wonder)

You need to do something related to that in this patch already. If I read current version correctly, there's nothing preventing creation of an illegal situation of units being in a city where they cannot be (not allied).

patch #7067 wants the editor to allow for changing cities' owner.

A follow-up would maybe automatically own the units in the city tile as
well as all tiles associated with the city.

It isn't possible to easily switch the owner of a city. You have to destory a city build it and edit it from scratch.
To be able to copy and past an edited city would be a nice feature too.
