For whatever reason, some people do not want to assign copyright for their GNUstep work to the FSF. This is an area where people can write GNUstep related programs and easily share them with others. Of course we prefer that any large (multi developer) projects or projects that might outlive the interest of their developer be assigned to the FSF so that it is easier for others to add to them.
