I'm not sure I understand your first idea ?.. any textview has access to the normal text api and could use formatted text..

The second idea is rather interesting -- and easy to do. The only problem though is you don't want to simply "apply" a style and just get formatting -- you need also to keep track of styles you applied on your text, so you can reapply the formatting if you decide to change your style later. So basically the service would return an already formatted attributed string, plus a set of attributes representing the style, so you could read those back and reapply the formatting if needed. But I'm not sure those additional attributes would make it to the RTF -- I need to check that.

Possibly too it would be better to do that as an extension to nstextview rather than a service.

I saw that your aim is to create a modularized environment composed of small service elements. What about to create a "formatter" service that permits formatting all input fields or textviews to all applications (characters, size, bold, italic, ? And what about to create too a "stylist" service that permits to all applications to apply to the selected textview a style definad as eg. in css stylesheets?
Just some ideas.
thanks for reading.
