Attached a completely untested patch against trunk which ought to fix this.

When a new tracker item (e.g., a bug) is created, the email that gets generated has empty In-Reply-To: and References: headers. (Follow-ups on the item have correct headers.)

I believe these headers are invalid according to RFC 5322. It causes actual trouble to me; a mail-to-NNTP gateway which receives Gna! lists (which I don't control) takes exception to these illegal headers, and doesn't pass on the message. So I never see the original entries, just follow-ups.

The particular list I'm seeing this with is the freeciv-dev mailing list, which receives items from the Freeciv project's bug and patch trackers, but I assume this is a standard Gna/Savane feature.
