The PackageCopier currently runs on every cycle of a build, copying packages from any module which succeeded. In circumstances where one or more modules fails to build, it would be useful to have a cache of previous successfully built packages.

This could be achieved by adding a second instance of PackageCopier, and providing a flag, 'only-run-on-success' to make it only copy packages when there was a 100% successful build.

A similar approach could be taken for HTMLStatus and LogCopier modules to enable a complete snapshot of the last good build to be copied somewhere safe.
