The AUTOBUILD_TIMESTAMP provides a globally unique counter for identifying an iteration of the build engine. The AUTOBUILD_COUNTER provides a way to assign an alternate counter with administrator controlled semantics - for example based off the Subversion changelist. Now the build engine itself only cares about the AUTOBUILD_TIMESTAMP for trackign builds - it really couldn't care less what the AUTOBUILD_COUNTER is set to. As such it ought to be possible to let the counter be set on a per-module basis. This would allow modules being built from separate source repositories to each track their corresponding changelist number.
