There should be an admin perl script and function to allow admins to mark campaigns as 'broken' or something else.
Update the wiki to document this stuff.

The status should be required and be a member of a list. Currently 'complete', 'partial' or 'broken'.

This should be used to indicate whether a campaign is complete, incomplete or broken. The anticipated use is to allow filtering by clients. Its value should initially come from the pbl file, but admins will need a way to change it. I don't think we want campaigns to have multiple statuses, so it should be an attribute, not a tag. It is also external to the stored campaign (as code changes can break existing campaigns) so should not be stored with the campaign.
