I think he means that the characters shoul look affraid if there is a weapon pointed on them (like the laser-sniper-rifle), but also if they won´t be damaged.
also planted dynamit and flying grenades colud scare characters.

other animations could be:
-characters are watching flying rockets and stuff (following with eyes)
-characters laugh at you, if you miss them

When a character kill an other one who play yoyo or hula hoop, the victim continue to play despite of hurts. It could be fun if character stop playing when he's attacked.

More difficult (maybe) : If a character aim an other the future victim should use a clothe "affraid" or "looking back"
